Damaged from Inclement Weather but No Jewelry Inside

The package was delivered today as of 10/24/24 not 14 days ago like the email said, and upon receiving the "package." I'm putting that in quotations because they've mailed me the wet cardboard that was holding said necklace but with no necklace in sight. This was an anniversary gift that I thought I'd been well prepared for and it was nothing short of disappointing receiving wet mushy cardboard and a letter from USPS simply saying "we're sorry." I can't even file a claim with USPS because it's an international package.
